Brussels
Brussels is the capital of Europe, no matter what you think of its role in European politics. People are nice and make you feel comfortable, and it is a clean city with a lot of sights worth seeing: Manneken Pis, Atomium, Grand Place and a lot of buildings. Brussels was officially a city in 979, so it has been in existence for well over 1000 years.
